据Bloomberg Law报道，华盛顿特区巡回法院周五表示，美国SEC的一项命令将某些股票波动性期货从一项定义中豁免（该定义将征收更高的税并包含其他要求），以促进其与另一个指数的竞争，这是武断和多变的。
